| Administer health, safety, security, process safety, emergency response, and environmental programs for regulatory compliance. This effort is directed towards the application of engineering/science disciplines to ensure compliance with applicable regulations and provide a safe work environment. RESPONSIBILITIES |
| Provide direction and priority to the HSSE department to meet the business goals of the plant, while being visible in the field
Ensure that HSSE regulatory requirements are implemented, maintained and that compliance can be demonstrated during audits and inspections. Develop, Implement and Manage programs to maintain compliance with applicable OSHA regulations (Process Safety and Occupational Safety Standards), EPA Risk Management regulations, EPA/State/Local Air/Water/Waste rules, and HSSE Management systems. Ensure loss control, safety and industrial health; develop and implement emergency response and crisis communication plans and readiness. Coordinate regulatory audits as well as partnership audits. Represent organization with government officials/regulatory inspectors during site visits/audits; represent company in the SEACAP Community Advisory Panel and the La Porte and Pasadena Local Emergency Planning Committees. Coordinate with HSSE personnel from owners and others to ensure sufficient resources are in place for the site to develop strategies and programs for implementation and to insure continuous improvement for superior results. Provide sound leadership and technical support to achieve excellence in Responsible Care performance. Oversite role in monitoring the HSE performance of the Ethane Cracker to resolve gaps and improve results. Coach and counsel supervisors and employees in department; communicates policies/objectives/results to department personnel. Develop budgets and manage costs for 9 cost centers. Daily – approve/release HSSE purchase requisitions/purchase orders Act as site Import Export Compliance Coordinator. Member of the area Contract Committees, Loss Control Committees, PSM Steering Committees, and Management Committees. Site regulatory affairs & product stewardship program management Responsible for ensuring proper HSE reporting – regulatory, parent company, etc.Loss control responsibilities include: Understanding, supporting and insuring compliance with all plant policies, procedures and applicable regulations; conducting applicable Loss Control Challenge activities, including inspections and audits as assigned; completion of assigned Loss Control action items; and completion of regulatory and other required training. |
| CONTEXT AND ENVIRONMENT |
| The HSSE Manager has broad responsibilities for safety, security, process safety and environmental performance/compliance at the site. In addition, the HSSE manager is responsible for managing operational support activities. The HSSE Manager interacts and interfaces with a wide range of contacts both internal and external to develop/manage/ implement/monitor HSSE programs for current and future compliance. Internal contacts include site managers, department managers, site superintendants, shift supervisors, operators, maintenance craftsmen, QC Lab technicians, LPS personnel, site training groups, site contract personnel and management, service vendors and HSSE department personnel. External, the HSSE Manager interacts and interfaces with HSE groups, Sales & Marketing and Accounting groups, parent company Logistics, parent company training groups, customers, local, State, and Federal regulatory agency representatives, government officials, community representatives and community groups. The HSSE Manager is responsible for supervision and development of department employees, making hiring decisions, providing salary treatment recommendations, maintaining working relationships with contract supervisors and security staff. HSSE activities are defined by the regulatory and company general requirements as well as requirements specific to the site and are also controlled by Management System, policies and procedures. Work is a combination of routine and special projects. Other department’s activities do have an impact on work within the HSSE department, such as new projects, maintenance, deviations in site operations, etc. Subordinates’ work is assigned and reviewed on an as-required basis to insure meeting completion timelines. Status of activities is reviewed with site managers on weekly basis or more frequent as required and with HSSE Department Head on weekly/monthly basis. |
| QUALIFICATIONS/EXPERIENCE REQUIRED |
| Chemical Engineering Degree or equivalent and 10+ years related HSE experience.
Strong supervisory and employee development skills demonstrated by 4+ years in this type of role. Strong written and oral communication skills. Preferred: CSP certification or similar documentation demonstrating strong HSE background. Operations experience particularly as related to Petrochemicals unit operations. Strong background in Environmental Air compliance. Strong computer skills, Microsoft Office applications, SAP, databases. Leadership and management skills. On call 24-hours per day. Must be able to serve in role as Incident Commander and other roles within the site EOC. Travel requirements to parent company offices and facilities as required. |
