Job Description
The HSE Manager will work autonomously in this leadership role as the technical expert controlling the HSE function across all the Company’s activities. Responsibilities include, but are not limited to, oversight and correction via analysis and assessment of HSE risks, analysis of the robustness of HSE procedures, implementation of the Group’s HSE policies, senior level assistance and guidance with storage/logistics contracts and transport options as well as HSE analysis and guidance for midstream logistics projects.
General HSE Management
•Oversee the health, safety, and environmental programs to foster a safe and healthy workplace and comply with all applicable laws, regulations and company rules.
•Provide functional HSE support, promote HSE awareness, and ensure personnel take ownership of HSE policies, objectives and processes.
•Ensure Crisis Management processes are in place to respond appropriately and timely to emergencies that may arise within the Company or in relation to its activities. Responsible for the maintenance of the Crisis Management Plan family of documents, as well as training & drilling on these plans. Ensure that the Emergency Operations Center always remains operational. Play an active role (formal or other) in an emergency or crisis situation.
•Establishing competency requirements and ensuring completion of awareness-raising/induction and training campaigns for existing and new staff.
•Develop and deploy annual specific HSE roadmap and conduct the HSE Executive Committee. Ensure that HSE policy and an appropriate HSE Management System are implemented and follow-up and ensure that actions are implemented to meet set HSE objectives.
•Manage deployment of Group campaigns and initiatives (Safety culture, Golden Rules, WDFS, Safety +, etc.)
•Represent the Company on US OTOC Safety and Security Committees and the Total Plaza Safety Committee, and coordinate HSE activities and sharing of best practices with other firms entities.
•Monitor regulatory activity and changes through industry organizations, publications and news sources and review processes to ensure changes in regulations are known and implemented to ensure compliance.
• Participate in various pertinent industry organizations, committees and subcommittees to influence and provide feedback on developing regulatory matters.
Risk Analysis and Control
•Identify areas of HSE risk and the appropriate mitigation measures for all new activities.
•Monitor and evaluate effectiveness of implemented risk mitigation measures associated with midstream/logistics activities, including pipeline, road, maritime, inland waterways and storage.
•Provide analysis of HIPO incidents/events in order to direct corrective actions and ensure best practices are implemented.
•Perform monthly & annual HSE reporting and establish KPIs and other safety and environment performance indicators.
Operations
•Manage HSE monitoring of operations and associated logistics, particularly monitoring and following up the action plans resulting from incidents, audits and return of experience.
•Establish processes and working practices for the function to ensure proper consideration of HSE requirements in operations, including proper selection and monitoring of contractors and operators for all new activities.
•Regularly evaluate performance of contractors and their contracts in accordance with the Group HSE rules.
Projects Development and Coordination
•Ensure HSE requirements are given proper consideration in the development of projects (pipeline, storage and transport).
•Identify project HSE risks, develop and direct plans/procedures and coordinate technical expert input to overcome potential weaknesses.
•Identify, contract and manage relevant HSE technical studies to support project development.
•Ensure appropriate HSE monitoring of project construction and commissioning phases.
•Ensure appropriate HSE evaluation of bidders and incorporation of TOTAL Group HSE requirements within awarded contracts.
•Perform other duties as assigned.
Context and environment
Fast moving trading environment requiring proactive, autonomous and initiative-oriented individual. Numerous interactions within the Company, other Total affiliates, external vendors and suppliers. Rapidly evolving business with new products and processes added to the portfolio on a regular basis. HSE responsibility requires 24/7 on-call availability.
Candidate profile
- Bachelor’s degree in an engineering or technical discipline.
- 10+ years of experience in the Health, Safety, Environmental and Regulatory work environment, preferably in transportation logistics.
- The individual should be familiar with the applicable laws and regulations as they apply to the health, safety and environmental area.
- Excellent organizational and communication skills (written, oral, presentation).
- Strong interpersonal skills to explain, persuade and negotiate.
- Strong sense of autonomy and initiative.
- Experience in managing projects and contracts.
- Strong attention to detail and analysis/synthesis.
